Objective: To introduce interested law-abiding civilians and law enforcement to the basic knowledge and skills that law enforcement personnel employ to clear rooms and search structures. Useful for home defense, however, armed clearing of your residence is always a last resort option after sheltering in place in designated rally point/strong room & dialing 9-1-1. Discussion and practical scenarios will include escape and evasion techniques, which unarmed or armed citizens can use to survive an encounter inside of a building, involving a strategic level terror attack or domestic active shooter(s). Students will learn safety protocols designed to prevent becoming an inadvertent casualty resulting from responding police officers misidentifying them as suspects or misinterpreting their actions as consistent with criminal activity. Utilizing inert, plastic training replica firearms, students will learn safe gun handling skills relative to movement through, and armed engagements within various types of buildings.

Instructor: Police Sergeant Brian Fitzpatrick (Ret.) — California P.O.S.T. certified Active Shooter Response instructor and K-9 handler/supervisor — wrote his agency’s standardized building search/room clearing protocol and subsequently trained department personnel in these techniques. Topics Covered Include:

  • Firearms Safety Rules—applicable to any environment
  • Standardized protocols & tactical “rules” for clearing buildings (also exceptions to rules)
  • L.E. number system to communicate locations—exterior walls, windows, doors & floors
  • Use of observable architectural and terrain features to “read” a building/room
  • Navigation in unfamiliar buildings. Floorplan variations. Evacuation protocol.
  • Movement through a tactical environment—solo and pairs, blocking techniques.
  • Approaching, clearing or moving past doorways, hallway intersections & stairwells.
  • Clearing unfamiliar rooms in varying lighting conditions (other low light considerations)

Required Equipment: Flashlight & extra batteries, lunch & drinks, note taking materials
